Youth Councils in BiH


The Institute for Youth Development KULT is issuing a Public Call for delivering proposals of civic initiatives for youth, exclusively for Youth Councils. The details of internal call can be seen below.


A civic initiative is an action or activity of citizens directed towards improving the state in the local community and in the society in which they live. Civic activities can include individual citizens or groups and all for the purpose of indicating to concrete problems and resolving the problems in their residential community.


The Institute for Youth Development KULT supported over 2,000 youth in BiH in their common initiatives for improving the position of youth in the society. In the last 6 years the Institute awarded over 1,200,000 BAM in grants to NGOs. It is the evidence of social awareness and readiness of youth to be the instigators of positive changes in their community.


The Aim of this Public Call


To promote the importance of non-formal education in developing the political awareness of youth.


Public Call application criteria



  1. Project proposal for LCI can be delivered exclusively by organizations which have the experience of working with youth in their activities.

  2. The LCI has to be conducted in the local community area in which the organization operates (the activity can also be extended to a wider area if agreed upon previously with the Institute).

  3. The project proposal has to be delivered by the end date in the manner indicated in this Call.

  4. The project activities should begin no sooner than on April 1, 2016 and no later than on May 1, 2016.

  5. The Institute for Youth Development KULT can return an LCI project proposal for improvements if it is considered necessary to introduce certain changes/modifications.

  6. The LCI topic is: The importance of non-formal education for developing the political conscience of youth.

  7. The Institute participates in the implementation of the project proposal with no more than 2,550.00 BAM per organization.

  8. The LCI includes at least 20 youth from the local community who are obliged to pass the UMiD online training during 2016.

  9. The total amount provided for the fees of experts hired during the LCI does not exceed 20% of the total amount of funds financed by the Institute.

  10. The budget cannot be used to finance the procurement of equipment.

  11. The budget includes a component intended for public promotion of the LCI which does not exceed 10% of the total project value.

The Fourth Regional UMiD (Learn, Think and Act) Online Conference intended for youth of the region was held today in Srebrenica, organised by the "Friends of Srebrenica" Association and with the support of the Institute for Youth Development KULT.


The aim of the conference is to promote and develop individual and team skills in youth and to invoke self-initiative for civic activities, volunteering and self-employment.


Judging by the number of applicants, the Conference invoked a great interest in regional youth. Besides Srebrenica, the Conference was also attended by youth from neighbouring municipalities, such as Bratunac, Mili?i, Zvornik and Vlasenica. ?or?e Deuri? from Zvornik Youth Centre says that the Conference was a very positive experience. "The main idea is to connect youth and attempt to present the activities being realised in our surroundings elsewhere. To try and connect - to think good and do good. To be recognised as those who wish to contribute to the wellfare of the city and the region, and wider. Every single of these events signifies a positive experiece from which one can benefit in future work" - says ?or?e.


"Friends of Srebrenica" Association is one of four organisations in Bosnia and Herzegovina that has an UMiD Online Centre in its premises where youth will be able to participate in the training presented to them today.


"We wish to provide an opportunity for youth to take initiative, to show that they are capable, responsible, willing to educate themselves and make progress and to become youth leaders in their communities and influence all the important decisions in the social community through such an online training that was presented today at the UMiD Conference held in Srebrenica" - stated Dana Bu?alina, the Project Coordinator of the "Friends of Srebrenica" Association. 


Representatives of the Institute for Youth Development KULT emphasize that they are very pleased with the number of attendants at the Conference.


"This is the fourth conference being held in Bosnia and Herzegovina. The first three conferences were held in Velika Kladuša, Sarajevo and Jablanica. The training consists of twelve modules. These modules are very detailed, designed to be interesting and interactive to youth. Some of them are project cycle, writing projects, writing a CV, self-strengthening, human rights and other very interesting topics" - stated Mirela Ajanovi? of the Institute for Youth Development KULT.


The conference was attended by Biljana Raki?, Deputee Mayor of Municipality of Srebrenica, who emphasized the importance of such activities of non-governmental organisations, taking into account the support of local authorities for all events that improve the quality of living and youth activities in the municipality.


After successfully completing the online training, youth will become youth leaders who will, in a sense, present the bridge between the local community and the local authorities.

How to write a CV and a cover letter, how to find a job? These are only some of the questions that the Learn, Think and Act (UMiD) Online Training, presented to youth in Jablanica by representatives of the Institute for Youth Development KULT, answers.

The Third UMiD Online Conference in Jablanica was organised by representatives of the Youth Club "Under the Same Sun" in Jablanica, with the support of the Institute for Youth Development KULT. The Conference was opened by Haris HalilhodĹľi?, the Director of Youth Club "Under the Same Sun" in Jablanica, emphasizing that he is truly pleased for the cooperation with the Institute for Youth Development KULT. "The Youth Club "Under the Same Sun" has been operating since 1997. During the previous years we focused on different aspects of non-formal education. With this one, the UMiD Online Training, our work, in a sense, reached a higher level, precisely due to the fact that so far we have offered no training in an online version" - he emphasized. He invited as many youth as possible to apply for the training. "I am inviting all of you to understand this training as a possibility, not as an obligation. Trainings such as this one will expand your views and definitely improve the knowledge you acquire in schools or at faculty" - he concluded.  


Mirela Ajanovi? and Aziz ?ipa of the Institute for Youth Development KULT presented the training to youth and emphasized that youth will become youth leaders after successfully finishing the training and that they will be the bridge between youth in their local communities and the government. "The most successful attendants of the training will be awarded with a small grant for implementing good ideas that can be realised and that can improve the situation in their local community" - emphasized Mirela Ajanovi? of the Institute for Youth Development KULT. Finally, the Institute announced the final regional conference that will be held on 23 July in Srebrenica.

The burning issue of youth in Bosnia and Herzegovina, regardless of their level of education, is unemployment. The research indicated that over 60% of youth aged 15 to 30 are unemployed. The unemployment is precisely what causes competitiveness on the labour market. Today youth must acquire additional knowledge and skills to become more competitve on the labour market. 


Through non-formal education, which is in fact an organised process of out-of-class learning directed towards training and improvement for employment, for performing different social services and for personal development, UMiD (Learn, Think, Act) training will aid youth in becoming aware of their possibilities and learn the basis of 12 different areas. Concretely, the training will aid youth in becoming ready for the labour market.


UMiD (Learn, Think and Act) Online Training will be presented to youth in Sarajevo. The Second Regional UMiD Online Conference, organised by the "Nautilus" Youth Association, with the support of the Institute for Youth Development KULT will be held on Thursday, 9 July at SOS Kinderdorfs BiH - Hermann Gmeiner Resource Centre.


The Conference will be opened by Lejla ?iši?, the SOS Kinderdorf International Programme Director, and the participants will be addressed by Milan Todorovi?, the President of "Nautilus" Youth Association, Mirela Ajanovi? of the Institute for Youth Development KULT and Professor Dr. Ismet Sejfija, the designer of the course.


In the previous period, UMiD Online Centres were opened in four towns in Bosnia and Herzegovina, where those youth who do not have that possibility, will participate in training that had been conducted 11 times in a classroom version before it was made available in an online version. Regional UMiD Online Conference was already held in Velika Kladuša, and in addition to Sarajevo, it will be held in Jablanica and Srebrenica.

Thirty-year-old Ivana ?olakovi? from Fo?a graduated from faculty and has spent the last six years in seach of a job. Today she attended the Regional UMiD (Learn, Think and Act) Online Conference in Sarajevo. She states that she is planning to complete this training successfully. "I finished faculty a long time ago, and I've been unemployed for the last six years. I will complete this training because it became evident a long time ago that every form of additional education is useful" - says Ivana. She is just one of almost one hundred youth who were introduced with the Learn, Think and Act Training today. 


UMiD Online Conference was organised by "Nautilus" Youth Association with the support of SOS Kinderdorfs BiH and in collaboration with the Institute for Youth Development KULT. The Conference was opened by Lejla ?iši? - Savovi?, the National Director of SOS Kinderdorfs BiH Programme Development. "I am glad that such an important event is being held precisely in the premises of our youth service, where UMiD Online Centre is located from which youth will be able to attend the training"- she added. Milan Todorovi?, the President of "Nautilus" Youth Association also expressed his contentment over a vast number of participants. "We are a new association - we've only been operating for a year. We are glad that the partners from the Institute for Youth Development KULT trusted us to work together in an important project such as youth informal education."


UMiD Training has been conducted 11 times so far in an in class version. It consists of 12 courses (civil activism and volunteering, searching for employment, teamwork and leadership, self-strengthening). Due to a great interest of youth, the training was made available in an online version, as they claim from the Institute for Youth Development KULT.


"We wish that a great number of youth would finish the training. So far, 300 youth completed the training in a classroom version. We aim for all of them to acquire additional knowledge and skills and to become better in the future. After completing the training successfully, youth will become youth leaders, who will, in a sense, be the connection between other youth in their local community and the government" - emphasized Mirela Ajanovi? from the Institute for Youth Development KULT. She added that the training is completely free and may be accessed at  www.obuka.ba.


Regional UMiD Online Conference was already held in Velika Kladuša, and the Institute is announcing two others, in Jablanica on 21 July and in Srebrenica on 23 July.

Around one hundred youth attended the first regional UMiD online conference today in Velika Kladuša and thus they became the first attendants of Learn, Think and Act training that is available from today at www.obuka.ba.


The conference was organised by the Democratic Youth Organisation of Velika Kladuša and by the Institute for Youth Development KULT.

How to write a CV and a cover letter? How to write and finance a project? How to become an active member of society or your local community? All this and much more is included in the online training that consists of twelve modules and represents the best example of the importance of non-formal education in the educational process of youth in Bosnia and Herzegovina. The conference was attended by Mr Jasmin Šahinovi? and Mr Senad Šehi? of the Office of Municipal Mayor, as well as Ms Edina Abdi? Pleho, head of the Municipal Council of Velika Kladuša. She expressed gratitude to the Instutute for Youth Development KULT and underlined the importance of non-formal education for the intelectual development of a young person. "Non-formal education in our country is very important. The Institute for Youth Development KULT has initiated a high-quality training that will certainly help youth acquire knowledge that the system cannot provide yet" - she emphasized.


The initiative was also supported by Edin Behri?, the Mayor of Velika Kladuša Municipality. Mr Senad Ĺ ehi? spoke on behalf of his office. "Mayor Edin Behri? sends his apologies for not being able to attend the Conference. The Office is at your disposal for any form of support required by both the Institute for Youth Development KULT and the Democratic Youth Organisation. We are pleased that the first UMiD online conference was held precisely in Velika Kladuša and we sincerely hope that youth will be the initiatiors of positive changes and as leaders of our municipality participate in decision-making processes concerning youth" - added Senad Ĺ ehi?.  


Mirela Ajanovi? of the Institute for Youth Development KULT stated that the Institute has been the leading institution when it comes to working with youth in Bosnia and Herzegovina  for over ten years. "During this time, we have learned about the greatest requirements of youth in our country. UMiD, i.e. Learn, Think and Act training is our response to those requirements. Through twelve modules, youth who successfully complete the training, will really learn plenty about various areas and be much more prepared for the future" - added Ajanovi?. 


The training was already performed for 11 times in an in-class version and due to a great number of youth interested, it has been modified to an online version, as they claim from the Institute. "This way, no one will be deprived. All those who wish to learn something, may do so online. The best attendants will be awarded with a grant for local civil initiatives" - concluded Mirela Ajanovi? of the Institute for Youth Development KULT.


Regional UMiD online conferences will also be held in Sarajevo, Jablanica and Srebrenica.
